Chapter 1 Circulation Policy for Greenblatt Library

Full borrowing privileges at the Robert B. Greenblatt Library are extended to faculty, staff, and students of Georgia Health Sciences University. Borrowing privileges are also available to faculty, staff, and students from other University System of Georgia (USG) schools. This policy outlines the procedures for borrowing books, bound and unbound journals, audiovisuals, and reference and reserve materials from the Robert B. Greenblatt Library, for returning overdue items, and for replacing lost items.
Reason For Policy
The Robert B. Greenblatt Library provides resources and services for the health information needs of the faculty, staff, and students of Georgia Health Sciences University and serves as a source of health information for the State of Georgia.
Entities Affected By This Policy
All faculty, staff, and students of Georgia Health Sciences University are affected by this policy. All students, faculty, and staff of USG institutions requesting materials from Georgia Health Sciences University via Gil Express are affected by this policy.

The Robert B. Greenblatt Library provides resources and services for the health information needs of the faculty, staff, and students of Georgia Health Sciences University and serves as a source of health information for the State of Georgia. To accomplish this mission, the Greenblatt Library has established procedures for borrowing materials, as set forth in this policy. In particular, this policy defines who can borrow materials from the Greenblatt Library, how long materials can circulate, how to request materials currently checked out (“hold service”), and procedures for collection of overdue fines, and repayment for lost materials.
Requirements for Borrowing:
Full borrowing privileges at the Robert B. Greenblatt Library are extended to faculty, staff, and students of Georgia Health Sciences University. All Georgia Health Sciences University-affiliated users are required to have a Georgia Health Sciences University identification (ID) badge in order to check out materials. Individuals from other USG schools must have a current school ID or photo ID. Individuals not affiliated with USG schools may purchase memberships to the Greenblatt Library with a picture ID (see http://www.lib.georgiahealth.edu/services/circservices.php, Unaffiliated Individuals and Institutions).
The following time periods for circulation applies to all users of the Greenblatt Library except for unaffiliated borrowers (see Unaffiliated Individuals & Institutions, http://www.lib.georgiahealth.edu/services/circservices.php).
- Books (monographs): 4 weeks, unless recalled. Renewals by telephone (706-721-3441, at the Library Information Center, or personal account via mailto:GIL@georgiahealth or
Materials on Hold or Reserve may not be renewed. Phone renewals are not allowed on overdue materials.
- Bound journals: 3 days. Renewal available only with special permission.
- Unbound journals: 1 day. Renewal available only with special permission.
- Nursing journals: Library use only.
- Audiovisuals: 3 days. Renewal available only with special permission.
- Computer software: Library use only, and only for Georgia Health Sciences University ID holders. Reference materials: Library use only.
- Reserve materials: Library use only, unless specified on the item.
Holds may be placed on needed materials that are checked out by contacting the Library Information Center (LInC) (706-721-3441). Requestor will be notified when materials are returned. Books and journals will be held for three days and can be picked up at the LInC.
All borrowers: A courtesy reminder will be sent the day an item becomes overdue, and a second notice will be sent a week later. (NOTE: Failure to receive an overdue or fine notice will not be considered cause for canceling a fine.) A bill will then be sent indicating the replacement cost of the item and the fines accrued. A fine of 50 cents per day per item will accrue on all overdue materials not returned until the maximum amount of $10.00 per item is reached. One courtesy reminder fine notice will be sent for late returns. Checkout privileges will be suspended upon accrual of unpaid fines.
· Students: The Georgia Health Sciences University Registrar’s Office will hold all student records, diplomas, and registration materials until all Library obligations have been cleared.
· Faculty and staff: If materials have not been returned and fines paid by one month after the due date, an invoice will be sent to the individual. The faculty or staff member will not be able to complete the clearing process upon departure from the university until the library obligation is met.
· Non-Georgia Health Sciences University membership borrowers: Library obligations will be invoiced. If not paid, borrowing privileges will be suspended or membership revoked.
Lost or misplaced books should be reported promptly to the LInC. Fines are not charged after the loss is reported so that the borrower can search for the material. Payment must be made by the end of two weeks if the material is not located. Replacement charges for lost materials include the current price of the item, a $15.00 processing fee, plus any overdue fines that may have accrued before materials were reported lost. Refunds cannot be made for any lost and paid for materials that are subsequently located and returned.
