1.1 Georgia Health Sciences University is strongly committed to protecting the environment and human health in all of its operations. To fulfill this commitment, Georgia Health Sciences University (GHSU) recognizes that pro-active efforts must be taken to ensure that sound environmental, health and safety planning is integrated into every level of institutional decision making.
1.2 Effective environmental, health and safety performance is important to GHSU in its relationships with students, faculty, staff, regulatory agencies and the general public. To assist managers at GHSU in meeting their environmental and safety responsibilities, the following policy is established.
It is the policy of this institution to:
2.1 ensure that all operations are conducted safely and in compliance with all applicable environmental, health, and safety laws and regulations. In the absence of specific laws or regulations, good management practices shall be followed;
2.2 design, construct, and operate all facilities in a manner that protects human health, safety of the occupants, and the environment;
2.3 ensure that environmental health and safety considerations are an integral part of this institution’s master planning efforts;
2.4 develop, follow, and continually improve environmental, health, and safety procedures and practices for all facilities, projects, and operations;
2.5 perform periodic environmental, health, and safety program reviews to correct deficiencies, establish goals, and identify funding priorities;
2.6 promote environmental, health, and safety awareness among all faculty, staff and students and provide appropriate resources for training and program implementation;
2.7 practice pollution prevention by recycling all appropriate materials, purchasing recycled products, substituting less hazardous materials and establishing micro-scale chemistry operations;
2.8 recognize the interrelationship between energy and the environment and implement energy efficiency strategies including purchasing/using alternative and clean-fueled vehicles, where appropriate;
2.9 work cooperatively with government, industry, and other appropriate organizations in developing reasonable environmental, health, and safety legislation and regulations which protect the environment and human health and which are cost effective; and
2.10 serve as environmentally responsible neighbors to promote sustainable development in local communities.
3.1. Supervisors at each organizational level shall:
3.1.1. ensure compliance with this policy;
3.1.2. conduct periodic audits of their operations to assess compliance with this policy;
3.1.3. initiate corrective actions necessary to ensure compliance with this policy;
3.1.4. report any unsafe acts or non-compliant and uncorrected findings to the Associate Vice President, Environmental Health and Safety (EH&S) Division.
3.2. Associate Vice President, Environmental Health and Safety Division (EH&S) shall:
3.2.1. assume overall coordination of the institution’s environmental health and safety program;
3.2.2. perform periodic environmental, health, and safety program reviews to correct deficiencies, establish goals, and identify funding priorities;
3.2.3. exercise the authority necessary to immediately suspend operations that present a threat to the safety of GHSU personnel, property, or the environment;
3.2.4. coordinate with regulatory agencies on behalf of GHSU regarding environmental affairs; and
3.2.5. periodically brief the senior administration on the state of the Institution’s EH&S performance.
3.3. Contracting Personnel:
Ensure that all contracts for services specify that contractors conduct operations in a manner that is consistent with this policy, complies with applicable local, state, and federal regulations and does not pose undue risk to the safety of GHSU personnel, property, or the environment.
3.4. All Personnel:
3.4.1. shall conduct operations in a safe and regulatory compliant manner;
3.4.2. shall promptly report any unsafe acts or violations of this policy to supervisory personnel; and
3.4.3. shall attend and complete environmental and safety training as prescribed by their job function.
